There is no absolute answer to this question. But average adult erect penis length is between 5.1 and 5.5 inches. So you could say that an erect penis length of under five inches is smaller than average.
Medically, an adult erect penis length under 3 inches is referred to as a micro-penis. This designation is made to distinguish a man who, along with his wife, may need to take special measures in order to conceive a child.
Soft or flaccid penis size is not a useful indicator of erect size. So characterizing a flaccid penis as small or large is not particularly useful.
