Prosecutors in Marion said a sitting councilman raped a 13-year-old girl in his home on Sunday. He’s now in jail on a $500,000 bond, but attorneys for Ayers Ratliff claim the councilman is being punished for criticizing city government and that the young victim is lying for attention.
