To end up with a 16 bit Wave audio file, all you have to do is to download the free and open source tool Audacity from and import your music or video. Then use the file menu to extract it to another format.
If your result doesn't get recognized in whatever application you are using, you might want to change the sample rate to 44100 or 48000 in the drop down menu somewhere in the UI.
