Follow the instructions on the cake box
1 cup of water
1/2 cup of oil
3 large eggs
1-2 tbsps of buttercream or frosting. Use more if needed.
This is how I practiced and learned how to make cake pops when I was first starting out. Took a couple of fails to get it down packed but it worked. I still use this method when I have an extra layer of cake laying around or cake scraps from cutting up parts of a cake. I prefer to use the method I do now which is mixing the cake right out of the oven, but it never hurts to go back to the basics. Hope this was helpful.
